Do not compare a complete system with an incomplete quotation

The purpose of a total installed cost comparison is therefore not to predict every future expense with false precision. It is to place both proposals on the same commercial and technical boundary, expose assumptions, and identify costs that may return later as variations, delays or maintenance obligations.
Define what “installed and accepted” means before comparing numbers
The comparison boundary should start with the approved project inputs and end with an operating system that has completed the required checks and handover. Anything outside that boundary must be identified as an owner cost, a contractor allowance or an unresolved item.

Identify separately
- Taxes, duties or finance costs that differ by purchaser
- Unrelated civil works or venue improvements

- Optional entertainment lighting not required for match operation
- Costs that cannot yet be estimated because site information is missing

Lock the inputs that both proposals must use
Comparisons become unreliable when each supplier uses different assumptions. Before evaluating price, issue one project data sheet and require both bidders to state every deviation.

Attach an evidence level to every important cost assumption
Two equal numbers are not equally reliable when one is supported by approved drawings and the other is a sales estimate. Cost comparison should therefore evaluate both the amount and the quality of the evidence behind it.
Project evidence
Approved design information, measured site data, confirmed quotations, product files and named responsibilities.
Transparent estimate
A stated quantity, rate, basis and uncertainty range that can be checked during the next project stage.
Exclusion or assumption
No reliable basis, unclear responsibility, missing site information or a cost transferred to another party.

Price the unresolved scope instead of ignoring it
Some uncertainty is unavoidable during early procurement. The problem is not uncertainty itself; it is allowing one proposal to hide uncertainty outside the comparison.
Identify who supplies, installs, tests and warrants the excluded item.
State who verifies poles, foundations, wiring, panels and control interfaces.
Confirm whether drivers, wiring, gateways, software and commissioning are included.
Request the actual design criteria, calculation method and acceptance evidence.
Translate the claim into lift hours, crew size, work windows and mounting steps.
Identify service access, replaceable components, spares and response responsibility.
A practical risk register should show the unresolved item, responsible party, decision deadline, possible cost impact and current allowance. The allowance can be reduced as evidence improves.
Choose the lowest credible risk-adjusted total—not automatically the lowest quote
The final commercial comparison should present at least four values for each proposal:

Installed cost plus energy, maintenance and planned replacements.
