Do not compare a complete system with an incomplete quotation

A sports lighting procurement decision can be distorted when one proposal includes structures, controls, aiming and commissioning while another shows only luminaires and basic brackets. The lower number may reflect a narrower scope rather than a more economical solution.

The purpose of a total installed cost comparison is therefore not to predict every future expense with false precision. Define what “installed and accepted” means before comparing numbers

The comparison boundary should start with the approved project inputs and end with an operating system that has completed the required checks and handover. Anything outside that boundary must be identified as an owner cost, a contractor allowance or an unresolved item.

The exact boundary varies by contract model. The important point is that Proposal A and Proposal B use the same boundary.

Attach an evidence level to every important cost assumption

Two equal numbers are not equally reliable when one is supported by approved drawings and the other is a sales estimate. Cost comparison should therefore evaluate both the amount and the quality of the evidence behind it.

Price the unresolved scope instead of ignoring it

Some uncertainty is unavoidable during early procurement. The problem is not uncertainty itself; it is allowing one proposal to hide uncertainty outside the comparison.
