When the normal supply fails during a match, several decisions arrive at once. Players need to stop without losing their bearings. Spectators may need to move toward exits. Officials must decide whether the event can continue. Television production may need uninterrupted pictures. Calling the entire response “emergency lighting” leaves too much unresolved for a designer or supplier to price correctly.
Sports venue safety lighting should be specified by function and failure condition. The useful question is not simply whether backup power exists. It is which lights remain available, how quickly they become available, what areas they serve and how long the required performance lasts. Those answers belong in an agreed operating and acceptance plan.
Separate Four Lighting Functions
Normal sports lighting supports the activity at the specified class or event requirement. Athlete safety following a loss of lighting concerns the transition out of that activity: stopping, orienting and reaching an appropriate safe condition. Emergency escape lighting serves movement and evacuation through the relevant routes and spaces. Continuation lighting supports an agreed level of ongoing play after a failure.
Broadcast continuity can add another requirement. Keeping an event visible to spectators does not necessarily provide the camera-facing illumination or interruption tolerance needed by the broadcaster. Define that requirement separately rather than assuming that a backup supply makes the venue broadcast-ready.

One installation may contribute to several functions, but that contribution must be demonstrated for each duty. A field floodlight illuminating grass does not automatically cover a stair, tunnel or concourse beneath a stand.
What the Standards Establish, and What the Brief Must Add
EN 12193 addresses sports lighting. Emergency lighting for buildings has a different standards context: BSI lists BS EN 1838:2024, while BS EN 50172:2024 addresses emergency escape lighting systems. The applicable national adoption, building rules and venue requirements must be established for the project.
These references should not be collapsed into a universal lux value or duration for all sports venues. A catalog entry establishes a standard’s scope; it does not provide the full design clauses. Use the adopted texts and the responsible designers’ assessment to set numerical requirements, response times, operating durations and verification procedures.
FIFA’s technical systems guidance distinguishes power duties associated with event operation, uninterrupted technical loads and life safety. That distinction is useful when preparing a stadium brief, but an event-specific requirement should not be presented as a universal rule for every training ground.
Record the edition and requirement owner in the specification. If a tender cites an older edition, resolve which basis the contract requires before suppliers design different solutions against different assumptions.
Start With the Failure You Are Designing For
A complete utility outage is only one scenario. A local protective device may trip while the rest of the stadium remains energized. A control system may fail, a communication link may be lost or one distribution board may become unavailable. List the failures that the approved design must address and identify the affected lighting circuits.
For each scenario, describe the intended response in ordinary language before specifying equipment. For example: play stops, designated participant lighting remains available, escape routes operate under their emergency strategy, and the control room receives a clear status indication. The electrical and safety designers can then convert that statement into a coordinated solution.
A control preset labelled “safety” is not evidence of resilient operation. Ask what supply, controller and switching path must function for that preset to work. If the same failed component prevents both normal lighting and the preset, the name has not solved the failure.
A Generator Start Is Only Part of the Timeline
Map the sequence from failure detection through transfer, supply stabilization, driver restart and restoration of the intended output. The duration of any dark interval and the state after restoration matter to the user. A generator’s rated capacity alone says nothing about that sequence.
LED technology does not remove every interruption risk. The driver, protective devices, transfer equipment and control configuration still determine whether the luminaire produces the intended light at the required moment. Request documented behavior for the exact supplied combination and verify it under the agreed test conditions.
Where the design requires ride-through, the responsible electrical designer should specify the arrangement and load assumptions. Do not assume that a lighting driver accepts an unspecified battery or uninterruptible supply. Voltage characteristics, operating power and the complete system configuration need confirmation.
Duration Means Useful Light, Not an Energized Circuit
A circuit remaining energized is not the same as the required lighting performance remaining available. Identify the output state that must be maintained over the specified period. The acceptance method should address the relevant operating conditions and the end of the required duration, not merely the first successful switch-on.
Ask how battery condition, ambient temperature, component loading and maintenance are reflected in the selected system. The designer should establish the relevant assumptions and tests. A supplier’s general battery-life statement cannot replace a project-specific duty assessment.
Keep emergency loads distinct from discretionary event loads in the load schedule. Any proposal to share a source should be reviewed for capacity, prioritization and common points of failure. The lighting purchase order should reference the approved arrangement rather than silently expanding it.
Calculate the Surviving Arrangement
If only selected luminaires operate after a failure, calculate that arrangement explicitly. Half the installed power does not guarantee half the useful light at every point. Losing one side of a field can create a distribution very different from dimming all luminaires together.
Identify the active fixture IDs, output settings, reference surfaces and applicable criteria for each required failure mode. Show numerical results and the location of weak areas. A normal-mode rendering with an emergency label is not a separate assessment.
Include the spaces relevant to the duty. Participant access and escape routes may continue beyond the playing surface or disappear beneath structures. Dedicated emergency luminaires and signage may be needed as part of the wider venue design; sports floodlight selection alone cannot settle that scope.
Replace Vague Clause References With a Requirements Register
A tender statement such as “provide emergency lighting to relevant standards” leaves the supplier guessing about the scope. Use a register with a source, edition, applicable clause to be confirmed by the designer, required function, assessment area, performance, timing, duration and test evidence. Give every entry an owner.
For example, an escape-route entry would point to the adopted emergency strategy and identify the route drawing and responsible designer. A continuation entry would point to the governing event requirement and identify the field calculation and permitted interruption. These are examples of how to document requirements, not quotations from standard clauses.
Do not fill unresolved cells with convenient defaults. Mark them as open and assign a decision date. Suppliers can price clearly stated options while those decisions are pending; they cannot provide a meaningful fixed compliance commitment against an undefined duty.
Put the Interfaces in the Purchase Documents
The venue operator should agree the operating policy and decision authority. The fire and life-safety designer establishes the relevant evacuation strategy. The electrical designer coordinates resilient supplies and distribution. The lighting designer evaluates the required surfaces and modes. Product suppliers provide evidence for their specified equipment.

Identify the driver and control version. Ask the project team to confirm any emergency-operation suitability required; do not infer it from wattage, ingress protection or instant-start marketing.
Have one party maintain the interface register. Otherwise, the luminaire supplier may assume the controls contractor provides a function that the controls contractor expects from the emergency supply. An agreed responsibility line is less expensive than discovering the omission during commissioning.
Witness the Failure Sequence, Not Just a Manual Scene
Commissioning should follow a written, risk-assessed procedure approved by the responsible team. Schedule tests when they will not endanger participants or spectators. Identify isolation points, observers, communications, restoration steps and conditions that require the test to stop.
Record the failure initiated, the response timing, active circuits, light output state, alarms and restoration behavior. Measure the required areas using the agreed method. A photograph of illuminated exits or a dashboard reporting “backup available” is supporting information, not a complete acceptance record.
Test relevant local failures as well as the agreed supply-loss scenario. Check what happens when normal power returns and whether an operator override has to be reset. Confirm that temporary test settings have been removed before the venue reopens.
For deficiencies, record the cause, correction and retest scope. A changed driver or control configuration can affect more than the single test that failed, so ask the designers which associated modes need verification again.
Keep the Approved Strategy Alive After Handover
Discuss the practical decision sequence with the people who will operate the venue. If a local lighting circuit fails while the main supply remains healthy, who receives the alarm? Who tells officials that the normal lighting condition has changed? Who confirms that an alternative mode is ready? Equipment commissioning does not automatically answer those operational questions.
Use an illustrative tabletop exercise before the final witness test. The control-room operator reports a fault, the event team pauses the activity, and the responsible person checks the approved operating criteria before giving further instructions. The exercise should reveal unclear handovers, not invent a substitute for the venue’s safety procedures. Revise the contact and responsibility records where necessary.
Temporary broadcast compounds, hospitality installations and seasonal structures deserve attention because they can change loads, access routes or the way spaces are used. Have the responsible designers review relevant changes before the event. Keep temporary arrangements in the same document system as the permanent installation, with removal and restoration responsibilities identified. Otherwise, a setting introduced for one event can remain active long after the people who requested it have left.
A lighting strategy can drift when a replacement driver is fitted, a control scene changes or a temporary event adds loads. Keep the approved circuit schedule, operating modes and test records accessible to the maintenance team. Replacements should be checked against the documented configuration.
Assign responsibility for inspections, testing and defect closure under the applicable regime. Record unresolved faults and their operational consequences. A venue should know whether a failure prevents a particular event from proceeding, rather than leaving that decision until the lights are needed.
The purchasing objective is a demonstrable response to defined failures. Buy luminaires and power equipment against that response, then hand over a procedure the operating team can use. Equipment labels alone will not tell officials whether it is safe to stop, evacuate or continue.
Questions to Resolve Before Tender
Are emergency lighting and continuation lighting the same?
No. Escape lighting supports evacuation, while continuation lighting supports an agreed ongoing activity. Participant safety during stopping is another duty that must be addressed.
Does a backup generator prove compliance?
No. Capacity, distribution, transfer behavior, lighting performance, duration and the relevant failure scenarios still require coordinated design and verification.
